Even if you were to remove all the health mbx user accounts they would be recreated.
It was actually due to a corrupt mailbox. We did some work somewhere around CU8 that changed the naming conventions for these mailboxes as well to be more descriptive. HealthMail Boxes is new feature in Exchange 2013. I don't see any HealthMailbox Recip failures for the mailboxes listed with the "Get-Mailbox -arbitration" command that I listed above.
