Check out this To fix, I did the following: Added the Administrators Group to the file security permissions with full control for the Data file (S:) and the Log File (T:). I would highly recommend that instead of jacking with permissions on various directories and accounts that you simply move your data file into the directory that sql server expects to find try this Verify that the account running has this privilege.
This failure often is caused by a system or domain policy removing the SeDebugPrivelege security privilege from the administrator account running setup. Sql Server Installation Issues SQL Server 2008 setup needs this privilege to start up the SQL Server process and listen to an event that signals back to setup that SQL Server successfully started. A 64-bit Vista system couldn't install, A 32-bit Vista system installed fine and a 32-bit XP system failed.
