In 'threats and exclusions,' I added the problem 'exe' file as trusted and everything is back to normal. I am not sure how IE8 interacts with the desktop and spoils .exe installs but it did. I am logging in as administrator so I am perplexed why I cannot perform these simple task in this OS. I had considered Carbonite but since all (vast majority) of my data is on the WHS it makes no sense.

I saw the post above about XP-AntiSpy, and that's exactly what it was!!
Also, you can try right-clicking on the file and choose Run As. Windows Cannot Access You Don't Have Permission To Access Not every files get blocked in that way. I've tried the file in multiple paths as well. i have tried 3 methods above but still cant solve the problem.

I almost considered uninstalling the whole AVG anti-virus but I tried disabling the Resident Shield first and it worked.
Unblock!!!!!!!! Even though I "unblocked" the install .exe, (right click/properties/unblock etc.) I still got the error.
