So I booted into safe mode tried to reach command prompt to run Chkdsk and can't reach the command prompt because it gets stuck. If so, then go to Device Manager and remove and suspect devices such as printers, scanners, and non-microsoft mouse drivers (Logitech drivers are known to cause strange issues).
